GOVERNMENT  AND POLITICS

Palawan is composed of 23 municipalities and the City of Puerto Princesa. The seat of the Provincial Government and most government offices are located in this Capital City. It is also the center of commerce and industry in the province.
The Provincial Government has supervision over the Municipal Governments.  Likewise, the Municipal Government supervises the Barangays (Villages). The Barangay is the smallest political unit in the Philippines. 
The Governor heads the Executive with the help of the different Departments. The Executive prepares development plans and programs of the province, subject to  review and approval of the Sangguniang Panlalawigan (Legislative).
The Vice-Governor chairs the Sangguniang Panlalawigan, (Provincial Board), the law-making body of the Province. It reviews and approves the development agenda of the Executive.
Similarly, the Municipal Government has parallel function as the Provincial Government, only in the level of the municipality. The Mayor heads the Executive and the Vice-Mayor chairs the Sangguniang Bayan (Municipal Council) as Legislative. 
The Barangay (village) is headed by the Punong Barangay (Barangay Captain) who is also Chairman of the Sangguniang Barangay (Barangay Council), and has both the roles of Executive and Legislative.
Other Government agencies representing different departments of the National Government have their respective offices in the province. Ideally, national government agencies  coordinate their plans and programs with the Provincial and Municipal Governments for proper implementation.

Palawan is the only province in the Philippines that has special law for strategic environmental concerns. Republic Act 7611, otherwise known as   the  Strategic Environmental Plan for Palawan (SEP) is  a distinct and proactive law that carries powerful responsibility for the development of Palawan. While SEP is a national law, its effectivity covers only Palawan.
The Palawan Council for Sustainable Development (PCSD) is a multi-sectoral and inter-disciplinary body, which under the law is charged with the governance, implementation and policy direction of the SEP.
